Why did the mod nexus cap download speed

I bought premium to see if I can get away from throttling but no, they are money hoarding bums. My free download speed is kb/s, but my premium download speed is a measly Mb/s (That's when I'm lucky! because most of the time the speed is just 20kb/s - I don't understand what kind of mickey mouse business Nexus is running).
